BELMONT COUNTY JUNIOR FAIR LIVESTOCK SALE COMMITTEE CONSTITUTION AND BY-LAWS

CONSTITUTION

Article I

The name of the organization shall be called “Belmont County Junior Fair Livestock Sale Committee”.

Article II

The major purpose of the committee is to work with the Extension Educators and representatives of other youth organizations in helping to determine need and direction of the Junior Fair Livestock Sale by:

  1. Assisting with planning, evaluating, recommending and carrying out activities as they relate to the Junior Fair Sale.
  2. Seeking local financial resources and support, as needed, to conduct, promote and expand the Junior Fair Sale.

Article III

Officers of the committee shall be president, vice president, secretary and treasurer. The committee will meet in, March, June, August and October.

BY-LAWS

Article I

Two advisors and two members will represent each club participating in market livestock projects and will be elected by their club.

Article II

The officers of the committee shall be elected at the March meeting each year and shall be called the “Executive Committee”.

Article III

The duties of the officers shall be: The PRESIDENT shall preside at all meetings of the committee and have in mind at all times the best interest of the committee; the VICE PRESIDENT shall perform the duties of the president in his absence: the SECRETARY shall keep a record of all proceedings of the committee and shall act as correspondent in matters pertaining to the business of the committee and the TREASURER shall receive and take care of all monies belonging to the committee and shall pay out upon order of the president and secretary and shall keep an accurate record of all receipts and expenditures.

Article IV

Committees for special purposes may be appointed by the President at any time.

Article V

The Executive Committee, under the advisement of the Extension Educators shall have decision making authority during the fair in regards to the Junior Fair Sale.

Article VI

Majority vote shall constitute an election.

Article VII

This constitution may be altered at any regular meeting of the Committee when due notice of such alteration or amendment shall have been given at a regular meeting preceding and passed by a two-thirds vote of the members present.

JUNIOR FAIR LIVESTOCK SALE

Thursday, September 8

1:00 p.m. – Goats, Rabbits, Turkeys, Broilers, Ducks and Lambs,
5:00 p.m. – Steers, Beef Feeder Calves, Dairy Feeder Calves and Hogs.

Management of the sale will be the responsibility of the Belmont County Junior Fair Livestock Sale Committee. The committee will underwrite the sale and assess a commission of each animal sold for the purpose of sale expenses and advertising before and after the sale.

RULES

  1. The Junior Fair Livestock Sale’s Order of Sale will alternate annually with each species being sold in rotation within their time frame, 1:00 p.m. or 5:00 p.m. (With these exceptions: Feeder Calves; Beef Feeder Calves and Dairy Feeder Calves will alternate in sale order each year among themselves, which will always follow Steers; Turkeys, Broilers and Ducks will alternate in sale order each year among themselves. Any species goes to the bottom of rotation after being at the top.
    1. 1:00 p.m. – Goats, Rabbits, Turkeys, Broiler, Ducks, and Lambs.
      5:00 p.m. Steers, Beef Feeder Calves, Dairy Feeder Calves, and Hogs.
    2. 1:00 p.m. – Rabbits, Broilers, Turkeys, Ducks, Lambs and Goats.
      5:00 p.m. – Hogs, Steers, Dairy Feeder Calves, and Beef Feeder Calves
    3. 1:00 p.m. – Ducks Broilers, Turkeys, Lambs, Goats and Rabbits.
      5:00 p.m. – Steers, Beef Feeder Calves, Dairy Feeder Calves, and Hogs.
  2. Junior Fair show rules must have been followed. All animals that will be sold at the Junior Fair Sale must be registered by the end of the Sheep and Goat Shows on Tuesday, September 6 and the Swine Show on Wednesday, September 7. This information must be given to Extension Staff working the shows.
  3. Grand Champion and Reserve Grand Champion Market Rabbit, Broilers, Ducks, Turkey, Hog, Goat, Steer, and Lamb animals must be sold in Junior Fair Livestock Sale. All Grand Champion and Reserve Grand Champion market hogs, market steers and market lambs must go directly to a state inspected slaughter house or to the sale barn and then directly to a state inspected slaughter house.
  4. Junior Fair members may sell no more than two lots per person. The only exception is if an exhibitor has more than 2 Overall Grand or Reserve Grand Champion Animals.
  5. No animal or lot allowed in sale ring more than once.
  6. Animals not making weight will be disqualified from showing in any market class. All underweight animals, except market hogs which must stay on the fairgrounds (see Division 5 – Swine), may have the option to stay at the fair. If they stay at the fair, they must be shown in showmanship classes (except market rabbits), but may not sell at the livestock sale and must remain on the fairgrounds until specified release times (see Department 8 – General Livestock Rule #6).
  7. Only Market Hogs over 190 pounds that placed in a class may sell in the Livestock Sale. All hogs must go to the sale barn marked for slaughter or directly to slaughter as this is a terminal sale. Terminal Hogs not going through the Junior Fair Livestock Sale, must complete a kill slip and return it to the Senior Fair Board livestock Superintendent by 8:00 p.m. on Thursday evening, or market hogs will be sent to auction marked for slaughter in the exhibitor’s name. Any Junior Fair Market Hogs that do not make weight and stay at the fair cannot go back to the farm. These animals will automatically be shipped to Barnesville Livestock Auction. Checks will be mailed to exhibitor. Any hog not designated will go to Barnesville Livestock Auction.

STEERS

  1. Exhibitor may sell only one steer at Junior Fair Livestock Sale. Exhibitor will make decision on which animal to sell, if two animals were shown, immediately following the Steer Show. No changes may be made after giving Extension Staff your decision on which animal to sell. The only exception to this is if the exhibitor should have both the Overall Grand Champion and the Overall Reserve Grand Champion, then both sell.
  2. Each market beef animal is to be sold individually.

LAMBS

Only Market Lambs weighing 80 pounds or more will be sold.

HOGS

Only Market Hogs over 190 pounds may sell. All hogs must go to the sale barn marked for slaughter or directly to slaughter as this is a terminal sale.

FEEDER CALVES

Exhibitor may sell only one (1) feeder calf at the Junior Fair Livestock Sale. Exhibitor will make decision on which animal to sell; if two animals were shown. No changes may be made after giving Extension Staff your decision on which animal to sell.

MARKET GOAT

Only Market Goats over 50 pounds may sell at the Junior Fair Livestock Sale.

BROILERS (Pen of Three)

Market Broiler Pen must consist of four chickens of the same breed type. Youth will show a pen of three birds and sell all four. Limit one pen entry per exhibitor. Grand Champion and Reserve Grand Champion must will sell and all other pen of Three Market Broilers. Buyers must make arrangements with youth on fair departure.

RABBITS (Pen of Three Fryers)

Grand Champion and Reserve Grand Champion will sell and all other Pen of Three Market Fryers. Buyers must make arrangements with youth on fair departure.

TURKEYS

Grand Champion and Reserve Grand Champion will sell and all other turkeys. Buyers must make arrangements with youth on fair departure.

MARKET DUCKS (Pen of Two)

Grand Champion and Reserve Grand Champion will sell and all other pen of two market ducks. Buyers must make arrangements with youth on fair departure.

NOTICE: The buyers must leave animals on the fairgrounds until after 12:00 midnight, Friday. The care of the animals sold will be the responsibility of the individual selling until after the buyer removes the animal from the fairgrounds. See General Livestock Rule #6 for further release time rules.
